The proposed rule would disable the RIN mechanism that was specifically created to enable market forces. By defining biofuels demand based on a fixed percentage of a shrinking market, EPA would remove all incentive for investment in new biofuels technology. The effect of the proposed rule would reinforce gasoline’s marketshare and discourage investment in innovative technology. We need more competition in fuel sources, not less. Biofuel technology is in its infancy, and will certainly improve in the years to come, unless the EPA puts a stop to it, as big oil wishes.
